U.S. preservation regulator: need to inspire protected lending

WASHINGTON (Reuters) - U.S. regulators need to ensure the "pendulum" on credit availability does not swing too far, although institutions need to be wary of rising defaults, the top U.S. thrift regulator said on Thursday.

In testimony prepared for delivery to a congressional committee on Friday, Office of Thrift Supervision Acting Director John Bowman said some tightening in credit was needed after years in which lending standards were too loose.

"However, the OTS and other regulators must be vigilant to ensure that the pendulum does not swing too far by denying credit to credit-worthy borrowers and slowing the economic recovery," he said in the testimony to the House of Representatives Financial Services Committee.

Whenher mother was ill in hospital last year, Angela Rippon spent the first ten minutes of every visit making sure she apologised to the nursing staff.

;My mother had had dementia for five years, and was going through a phase of being extremely aggressive and angry, the veteran broadcaster explains.

;She was often very rude to the young nurses, which was quite distressing for them.

;On one occasion she shouted at one: You are useless and only herefor the money.

"There was no basis for this and, in fact, just fiveminutes later when the same nurse came back with a cup of tea for her,my mother pointed to her and said to me: She is my best friend in hereand absolutely wonderful to me.

;It is very common for people with dementia to forget what has happened or what they said five minutes earlier.

;Thetrouble is that student nurses dont get any training in dealing withdementia specifically.

"Most of them havent had any experience of itand dont recognise it, let alone know how to deal with it.

;Sowhen an old person like my mother comes into hospital for a differentmedical problem, they would just think she was a very unpleasantperson.

Quite apart from upsetting the nurses, this lack of training has a significant impact on patient care.

;Noone goes into nursing wanting to do a poor job, says AndrewKetteringham, director of external affairs at the Alzheimers Society.;But staff are often just not equipped to care for people withdementia.

As a result, the majority of those with dementialeave hospital in worse condition than when they arrived, while athird, unable to return home, end up in a care home, according to areport from the charity last November.

As well as the personal misery this causes, people with dementia spend longer in hospital than others admitted for the same reasons, which costs the NHS at least 80 million a year.

An estimated 800,000 Britons suffer from a form of dementia - the most common is Alzheimers disease - and the number is expected to rise to nearly a million in the next 20 years.

Yet, despite the numbers affected, there is no requirement for those working in the area to have specialist training.

Indeed, it is hit and miss whether the nursing staff are even told that a patient in their ward has dementia.

As a result, the patients themselves are often left bewildered and frightened, explains Mr Ketteringham.

He adds: ;Hospitals can be a distressing environment for people with dementia. On top of their poor health, people with dementia struggle to make sense of what is happening to and around them.

;Intrusive medication and personal care delivered by strangers can be upsetting and frightening.

;Restlessness or walking about and problems with eating and drinking are also common.

He adds: ;These symptoms create barriers to delivering good dementia care which exacerbates the symptoms of dementia leading to a downward spiral something that could be avoided with good dementia training.

;Unfortunately, the Alzheimers Society hears too many stories of malnourishment and dehydration in hospitals.

"Its scandalous that its not mandatory to train nurses in dementia care, particularly as a quarter of hospital beds are occupied by people with dementia at any one time.

In an attempt to deal with this appalling situation, the charity, together with the Royal College of Nursing, is today launching a new booklet to give medics information about each patient.

Called This Is Me, each booklet is filled out by the patients carer or relative to provide basic details such as the patients name and address, as well as information about who knows them best, their hobbies, things that worry them, the state of their sight and hearing, mobility and sleep patterns.

It also explains other important things, such as whether their food needs to be cut up and if they can use cutlery or have swallowing difficulties.

"They would ask my mother simple questions such as: "Where is the pain?" But, because of the dementia, she couldnt find the words to answer.

;We hope this booklet will support staff to provide the best possible person-centred dementia care, by helping them to get to know the individual and understand their needs, says Mr Ketteringham.

Angela Rippon believes the booklet would have prevented or at least minimised many of the problems her mother Edna experienced before she died last November at the age of 88.

;My mother was in hospital in Plymouth with emphysema three times in her last year.

;On the third occasion, I had a phone call from a young doctor on the ward to say they were going to send her home, but the address they had was different from the one my mother was insisting she had to go to.

;She explained to them that she had to give my father his tea. In fact, my father had been dead for five years and she had moved from the family home to a nursing home years previously.

;But the doctor was taking everything she said at face value because he didnt have any information to do otherwise.

;Although I had spoken at great length to a senior nurse about her discharge, none of what I had said had been passed on to him.

;If the booklet had been at the side of her bed, or hanging with her medical notes at the end of the bed, it would have been factually useful and avoided any risk that she could have been taken to the wrong address. Thankfully, he rang me to check.

Actor Kevin Whately has had similar experiences. His mother suffered from dementia for ten years until her death last summer and the condition turned her time in a large London hospital into a nightmare.

Best known for playing Lewis in the eponymous TV detective series, Kevin recalls: ;My mother was, like many old people, very confused when she went into hospital.

;Then 80, her mental state was such that she couldnt explain where she was in pain, and we only knew there was some sort of problem when she collapsed after I had taken her out for a cream tea.

;Unfortunately, she caught a MRSA type infection straight after she was admitted and then had to be isolated in a single room.

Kevin adds: ;The ladies who brought food in for her left it for about 20 minutes and then came back to pick it up.

;Nobody had told them she was a very slow eater, which meant the food was removed before she had a chance to eat it.

;Also, although she managed to feed herself in the nursing home, she was so confused and weak that she couldnt do so in hospital. She lost huge amounts of weight.

Like Angela Rippon, Kevin found that none of the staff was trained in dealing with dementia.

;For example, they would ask my mother direct questions such as: Where is the pain?

;But, although she was a former school teacher, because of the dementia, she couldnt find the words to answer.

;She couldnt even say: I am thirsty, so if there wasnt water right in front of her she could have got very dehydrated.

;The dementia and infection combined meant it took the medical staff days to establish that the pain was caused by gallstones and, by the time they did, she wasnt in a state for them to treat her.

He believes the booklet should make a real difference. ;It will help nursing staff understand patients needs and difficulties, he says. And, until the NHS trains staff in dementia care, it is the only option.

The Forest fans chant "England"s No 1" without a hint of irony. And the 25-year-old former Under 21 international has been about as consistent as any other of his compatriot goalkeepers this season.

His solid side have conceded just 24 goals in 33 games and Camp is one of the major reasons why Forest are flying high in the Championship.

Playing outside the Barclays Premier League will go against him, but Capello just seriously consider putting Camp on the plane.

The Scouser is tall and strong for his age and his goal against Manchester United at the weekend might just have come against future employers. Capped at England youth levels - will he get a chance at senior level before the World Cup?

48 Nathan Delfouneso (Aston Villa)

Impressive performances in the FA Cup are pushing Delfouneso"s case to be included more regularly in the League for Villa.

It"s surely too early for the tall, quick striker to be involved in Capello"s side - he"s yet to establish himself at Under-21 level. But if Capello fancies the equivalent of his "Theo moment", then he could do worse than turn to Delfouneso.

From one rising star to a midfielder we know everything about. It"s hard to believe that it"s six years since the king of the gingers called time on his international career, but if fancies a swansong at South Africa, Capello should get on the blower.

The 35-year-old oozes class and still has plenty to give. A midfield with he passing range of Scholes, David Beckham and Steven Gerrard could be irresistible, but it would take a lot of convincing to get him back in the fold.

44 Wayne Bridge (Manchester City)

It looked like he may well have been left out of England squad for the sake of harmony in the wake of the revelations about John Terry and Wayne Bridge"s former partner.

But now that Ashley Cole has injured an ankle, threatening the Chelsea man"s involvement in the tournament, it suddenly looks like Bridge is indispensable.

The 29-year-old is getting back into the swing of things after his own injury problems and will be looking for a good run of games to secure his place.

BAGHDAD (Reuters) - Five police officers were killed and one was wounded on Sunday when a roadside bomb exploded in a volatile northeastern area of Iraq that is claimed by Arabs and Kurds, police said.

The bomb targeted a patrol of police assigned to protect power installations near Khanaqin, 140 km (86 miles) northeast of Baghdad, in still-violent Diyala province, police said.

The all-out sectarian war triggered by the 2003 U.S. invasion has receded in Iraq over the past two years but attacks by suspected Sunni Islamist insurgents continue.

Iraqi and U.S. officials expect attacks to pick up ahead of a March 7 election, a critical juncture as Iraq stands on its own feet ahead of a U.S. withdrawal by end-2011 and signs deals with energy firms that could vault it into the oil big leagues.

Khanaqin near the Iranian border is one of many areas where Kurds based in their semi-autonomous northern enclave and the Arab-led government in Baghdad tussle for power.

Iraqi soldiers and Kurdish peshmerga fighters came close to blows in Khanaqin in 2008. U.S. officials fear that if not resolved, Kurd-Arab tensions could lead to Iraq"s next major conflict.

For all that the Barclays Premier League can excite and thrill, it also has a tendency to serve up rubbish.

This drab clash at Eastlands was the so-called best league in the world at its worst. Two shots on target, seven bookings and barely a moment of interest. What dross it was.

Manchester City and Liverpool are contenders for a Champions Leaguespot next season. How ridiculous that is. Liverpool are so mundane itsdepressing. City, meanwhile, are horrendously drab and unambitious under Roberto Mancini.

Neither side are fit for the Champions League. Nowhere near. On theevidence of this season, English football doesnt deserve four places.

If the Scottish Premier League is in danger of losing its oneautomatic entry, its English cousin really doesnt have much of a casefor retaining its own quota.

Manchester United, Chelsea and Arsenal remain, happily, qualityteams. The rest are some way behind and here was the depressingevidence.

The result will not harm either sides chances of finishing fourth. A defeat would have been really damaging for Liverpool.

As such, Mancini and his Anfield counterpart Rafael Benitez will not have been too downhearted last night.

But for the 47,000 poor souls who had paid to watch, it was anafternoon to forget. Both teams tried to win the game. Its just thatneither were set up to take risks to do so.

Under Benitez, Liverpool are a pedestrian side, enlivened onlyoccasionally by Steven Gerrards thrusts. But even he has been poorthis season.

City are more defensively secure under Mancini than they were underpredecessor Mark Hughes, but they are becoming difficult to watch.

They were booed off again yesterday, as they were after the draw athome to Stoke in the FA Cup a week earlier. Opposition to Mancini isgrowing and it is easy to understand why.

Yesterday he attempted to explain his dilemma, pointing out that heis without attacking players such as Roque Santa Cruz, who has kneetrouble, and Carlos Tevez, who remains in Argentina with his prematurebaby daughter.

Mancini insisted after the game he wanted Tevez to return fromArgentina this week. The City manager said: ;I want Carlos to come backnow. We need him here. I dont know where he is, but I want him toreturn.

However, sources close to Tevez insisted the striker will not returnuntil doctors give his baby the all-clear. A friend said last night:;Carlos wants to come back, but his priority must be the health of hisbaby.

Tevez is, however, unlikely to be back in time for Wednesdays FA Cup fifth-round replay at Stoke.

There is, however, more to Citys malaise than that. Mancinis first thought is defence and that is unlikely to change.

That apart, both teams could have had a penalty late on as DanielAgger seemed to push Adebayor and then Liverpool substitute YossiBenayoun chose to stay on his feet after he was nudged by VincentKompany.

Benitez said: ;Sometimes players choose to stay up and sometimes that can be good. Sometimes, though, its not good.

;Overall we have to think about the positives. We were strong and it was good to see some players coming back.

Liverpool fans will have been pleased to see Fernando Torres appear as a second-half substituteafter an absence of more than a month while, for City, Craig Bellamycame on after a week notable for his argument with Mancini overtraining methods.

All in all, though, the final whistle came as a blessed relief.Neither team deserved to win. In truth, a point each was too good forthem.

WASHINGTON (Reuters) - The long-awaited, widely anticipated credit card law goes into effect on February 22, but it has already had unintended consequences -- many of them negative -- for consumers.

Cardholders have already seen some of these effects: Issuers pushed interest rates to new highs, started adding new fees, slashed credit limits, and cut back on new credit offers. Young borrowers -- those under the age of 21 -- may not have noticed any changes in the build-up to the new rules, but now may find they cannot get a credit card at all.

The restrictions were designed to protect young and old consumers from a raft of abusive practices by issuers -- and they will. But who will be surprised if and when the banks and other issuers come up with another batch of Gotcha! practices?

Here"s how to manage your credit cards now, to make the most of the new protections without falling into any new traps.

-- Consider your whole package of plastic. View your credit cards and other loans, such as a home equity line of credit (HELOC), as a portfolio of debt, just as you would consider all of your retirement accounts to be an investment portfolio. Make decisions based on the portfolio in its entirety. That may mean diversifying -- setting aside one card for some uses and another for different uses. Or shifting balances from a high-interest rate card to a low-interest HELOC. Or "selling" (canceling) cards with bad provisions and "buying" (applying for) new cards that have better rewards and protections.

-- Watch for new fees. "The Credit Card Act could cost you big bucks," says Curtis Arnold of Cardratings.com (www.cardratings.com). "By shifting profit centers away from interest rates and penalty fees, many banks have resorted to raising costs for all of their customers." That means some issuers are adding new annual fees and inactivity fees. Just say no. There are thousands of card options out there, most without annual fees, so refuse to pay them.

Should a card that is already in your portfolio add an annual fee, call and threaten to cancel the card unless the fee is dropped. You can cancel the card if you"ve already got others to use in your portfolio, your credit score is solid and you"re not expecting to borrow big money -- say for a house or car -- in the next three to six months. If you have a poor credit score and are having a difficult time obtaining credit, you may have to eat the fee for a year while you reposition yourself for better deals.

Avoid inactivity fees by using every card you want to keep once every month. You can put a regular bill, such as a utility bill, on a card you"re not using.

-- If you"re young, expect complications. Folks under 21 won"t be able to get a credit card at all unless they have a job earning enough to justify the credit -- or have their parents co-sign. Furthermore, credit card companies won"t be allowed to market to students on college campuses anymore -- so forget about the free T-shirts and water bottles that were freebies of the past. That became an abusive practice, but the absence of card offers isn"t very helpful. A credit card can be a real learning opportunity and a convenience to students who must travel home on holidays and often purchase books and other items online. So apply for a card while you"re working a summer job -- or get your parents to co-sign. Parents: If you"re co-signing, make sure the credit limit stays low, like at $500 or so. And get copies of the bills so you can monitor how your child is using credit and paying their bills.

-- Never be late. The new law makes it harder for card issuers to trap you into being late. It requires issuers to take last-minute payments online or on the phone, and to give you more notice before a bill"s due date. But it allows them to bump up late fees -- some have already risen to $50, says Arnold. To avoid ever paying a late fee, put a minimum payment on auto-pilot, either by having your credit card issuer automatically draw it from your bank account or, preferably, by setting up a regular payment, large enough to cover the minimum, from your checking account.

-- Watch for new offers. At the end of 2009, issuers increased their marketing efforts for the first time since 2007, according to market research firm Synovate. There"s some evidence that they"re taking a barbell approach: targeting the best offers to the top consumers -- those with high credit scores who have heavy credit card usage. And targeting fee-laden, high-rate offers to those consumers who would be considered sub-prime. Folks in the latter category might have already had their credit curtailed, and these might be the first offers they"ve seen in a couple of years. So read all new offers carefully. Apply for a new card if you like the deal and it fits into your portfolio.

-- Talk to the White House. Austan Goolsbee, President Obama"s economic adviser, will host a town hall meeting at 2 p.m. on February 22 at CreditCards.com (www.creditcards.com) to answer questions about the new credit card law. It might be a chance to get your two cents in, before the card issuers confiscate that, too.
